Population: 8.5 million People reside in Lahore District and 82 % of which are urban dwellers. The population growth rate of 2.5% since 1998 Census is much faster than the national and provincial rate of 1.9%

Densities
The present densities in urban union councils of Lahore vary from over 1500 persons per hectare in UC 55 (Mustafabad), to 37 persons per hectare in UC 116 (Jauhar Town). This comes  to an average density of 208 persons per hectare. [map 1: Union Councils]
Gross densities are are more than 450 p/ha in several inner urban localities and vary from 346 p/ha (Shalimar Town) to 90 p/ha (Cantonment), in fully urban tehsils/towns, while in more rural tehsils/towns, population densities are as low as 15 p/ha.

Age Profile in Lahore District  is very much young (below 14 = 39.2%; 15 – 49 = 50%)

Occupations: mainly services (social services, trade, commerce, transport, storage, communication, ) = 38.8 %; White collar = 31 %; ‘lumpen’ = 19.5 %; manufacturing (?) =10.4 %
JAICA study area 2010 Employment by zone of residence: Primary=4.4%; Secondary =14.6%; Tertiary=81%
Employment Participation rate = 27%. This figure is rather low;
Unemployment level in the city remains very high, and exceeds those employed by about 27%. .. Unemployment is almost 99% among female residents.

     3.1-     Objectives/Goals


Conservation of our humanity and our environment

     3.2-     Policies


-          Provision of clean water, clean air, and clean earth;
o   Elimination of hazardous chemicals and pollutants from modern industries, agriculture, high tech buildings and mechanical transportation;
-          Equitable distribution of wealth
o   Progressive taxation on incomes, movable and immovable property, and conspicuous consumption ;
-          Equal access to education
o   Primary education in the child’s mother tongue; 
o   Secondary and higher education in the national and local language;
o   access to all schools only to residents of the neighborhood;
-          Elimination of Privilege
o   One “class” on all public transport
o   No VIP and other special categories of car number plates;
-          Access to governance
o   National and local languages for official work,

     3.3-     Strategies


 Urban structure based on a conurbation of about 50 towns, each with a maximum population of 250,000
Densities 300 persons per hectare
Physical size of not more than 3 km across
-          Urbanism:
o   Pedestrian circulation at neighborhood level ;
o   public transport between neighborhoods;
o   restricted use of private motor vehicles;
o   Integrate income and occupational groups;
o   Integrate land uses, particularly housing, employment and social infrastructure;
o   Balance location of urban services and facilities in relation to population for each neighborhood;
